Abstract
The purpose of this paper is to analyze the process of emergence of citizen participation policy, its implementation and results. In this respect, a comparative study was conducted in two municipalities of the province of Buenos Aires based upon the perspective of the parts involved [public officers, professional technical groups and community organizations]. The comparison between both cases was focused on the analysis of distinct moments in public policy: -Policy emergence: the analysis was concerned with identifying the actor that provided the initiative and investigating the policy basis [that is, the conception assumed in the participation processes]; -Policy implementation process: what strategies [methodology and techniques] were used in the study and which actors were involved; -Finally, the results from such studies were described: the scope and quality of the processes arising both in the sphere of government management and in the relationship between municipality and society
