Abstract

When in 2002 employment programs policy became massive, social assistance ce ªased to have a residual role and developed into an explicit component of State policies. This process caused that various actors started to fight over the modes of distribution and management of 'planes' -conceived as resources- at the same time that they tried to legitimate their place in the network of relations involved in this form of State intervention. In this way, local organization experiences emerged that incorporated the pace of social policy into the already multiple temporalities of their organizational dynamics. In this context we seek to explore the modes of politicidad emerging in a specific social formation, a copa de leche that manages social plans, which we visualize as a space of interaction that condenses different forms of State presence, disputes over the definition of local needs, as well as the possibility of interweaving individual participation criteria within a collective project which articulates itself within a shared polysemic horizon : 'Everythingfor children'
