Abstract

In this article we will explore the design and implementation of three measures that had different impacts on the time : the 'decentralization' [1976-1980]; the selection of mayors in 1981 and the economic political towards 1982. Firstly, we will see the policy of decentralization is inscribed in a program more general reduction of the State apparatus sustained b the Finance Minister, José Martí­nez de Hoz [1976-1981]. Observe that in some districts, such municipalizador lacked the impact that owns officials attributed you. Secondly, we will present the impact that assumed in 1981, the mayors selection policy. Closed electoral mechanisms, the Govemors had exclusive authority to appoint and remove mayors.
